In recent weeks and especially in recent days the Missouri River level has risen sharply and it is nearly back in MODERATE Flood level adjacent to Lake Waconda. The forecast is for this recent river rise to crest by Saturday and then begin returning to the levels we've seen most of the summer by next week. HOWEVER, this forecast only includes ONE DAY of weather forecast and we know that there is a lot of rain for forecast for the Missouri River basin. The SID board decided at today's meeting to stop pumping (in or out) for the time being. We are allowing lake levels to come up and we will post a NO WAKE or a CLOSED notice when appropriate. We are concerned with the water level in the lake coming up too high with all of the boats still on lifts. If you have the opportunity to do so, please tie off your boats to your dock or lift to help prevent boats from floating off of lifts and out into the lake. We may pump water into AND/OR out of the lake as the situation warrants.
Gavins Point releases were reduced from 70,000 to 60,000 cfs this past week in anticipation of the rise in the lower Missouri river levels. The release levels are planned to be increased to 80,000 cfs during the next few days. Please click on the USACE Weekly Update on the home page here. The upper right hand graph is extremely telling of the total water still in the entire system. You will see that the current total water in "storage" is above last year and well above 2011 at this same time. This is important as we go into winter and next spring. It is likely that next summer may again be a challenge for us as the CORPS works to lower the overall system storage and may need to release large amounts of water next summer as was the case this year.
Jim walked in the lake and we are seeing issues again in Bullfrog Bay and along the north shore where the sand was. We are keeping a very watchfull eye on this.
Be mindful that septic systems will again be challenged.
We continue to work with both FEMA/NEMA and the USACE. The CORPS was on site today but still could not see all they wanted to due to high river levels.
The road from the gate out to Waconda Road (3-mile road) has been repaired.

The Missouri River level continues to be about 2 feet into minor flood stage near Waconda. The CORPS has informed us that the current release levels will be continued into October (or later depending on weather) as they work to lower the overall storage of water in the reservoir system.
We have begun the process of working with both FEMA/NEMA and the USACE. This will be a long slow process.
The road from the gate out to Waconda Road (3-mile road) will be repaired Starting TUESDAY SEPTEMBER 3, 2019.
Lake and Drinking water samples continue to come back very good.
THE DUMP WILL NOT BE OPEN in time for fall clean up including yard waste and leaves. We have no plans for an alternate location as some have suggested. Contact Waste Management for extra containers if you choose. They will collect yard waste in disposable paper yard waste bags. This is unlimited through December 1, 2019. PLEASE DO NOT DUMP YARD WASTE IN ANY UNAUTHORIZED AREA.

It is anticipated that river and lake Levels will remain as they are through the summer and likely into October.
We have begun the process of working with both FEMA/NEMA and the USACE. This will be a long slow process.
The road from the gate out to Waconda Road (3-mile road) will be repaired after Labor Day.
East Lake Drive, West Shore Drive, Mid-Lake Drive, and Bull Frog Bay Rd will not be repaired until next summer. There may be sporadic preliminary road work performed before then.
The project to permanently repair boils at the north end of the lake (where the sand is) had not been designed yet. We are working with the CORPS and hope to have an indication of the scope of work by September. No timeline issued yet for the actual work.
OPPD was down a week or so ago to repair a break in the line. They have begun the process of designing a new service feed for the district.
The most recent lake water sample test indicates all levels are within safe swimming limits.

THE SID asks that you exercise good judgement as this is the first time that many will be on the water this season and the Independence day holiday is a very busy time. Follow all rules of the water as per the HOA rules and regulations as well as Nebraska Game and Parks.

If you have had your boat or PWC in the Missouri this summer, please clean the hull or be sure it's been 2 weeks before you put in the lake to protect Waconda from Zebra Mussels, etc.
Update from the USACE, the release levels from Gavins Point will remain at 70,000 cfs through JULY and likely into October.
The Missouri River Level continues to drop very slowly as we approach action stage. We are still in minor flood stage.
We removed the sand from the north end of the lake and placed it adjacent to the shore until further direction from FEMA or the CORPS.
There is no apparent boil activity at this time. If you observe any boil activity or suspicious water movement, please let Jim or any of the SID or HOA directors know.
The most recent lake water sample test indicates all levels are within safe swimming limits.

There remains little new to report. On the call with the CORPS today, we were informed that their intent is to maintain release levels at 75,000 cfs from Gavins Point through the fall. We asked for a special conference with the person in charge of the division that makes that decision. We will be asking them to consider reducing releases by at least 30,000 cfs from Oahe southward. The intent is to get the river level back below minor flood stage (at least to action stage if not below). Currently the river is forecast to remain in minor flood stage through the July 4th holiday.
Jim reports that the area ground water seems to be improving very slowly, but improving. They have been able to mow most of the grass areas. With the very high water table, it takes far longer to dry up after a rain event. We continue to have mechanical issues with pumps and tractors, as a result the lake level is still about 3" above where we want it to be for NO WAKE boating. We will keep you informed as to our progress lowering the lake. We have had reports of some septic systems improving slightly.

There is no change to report other than the River Levels jumped up to the MODERATE flood category this week. Forecast for a very gradual decline, this looks to be the apparent normal for this summer. Our lake level has risen quite a bit and we will now add a second tractor to pump water out of the lake and lower it slowly while mitigating and boil activity. Many septic systems continue to struggle or not work.
We are taking lake water samples every 2 weeks to be sure the water remains safe to swim in. At this time all levels are within safe swimming limits.

With forecast river level to keep rising, we will see a rise in lake level. We are extremely high already. The biggest difference between now and last March is that there are MANY more boats on lifts. Unless your boat lift floats or brings your boat out of the water by a number a FEET, there is a good chance your boat could "Float off your lift". We are asking that you raise your boats as high as possible and tie them to your dock or lift so it does not float free into the lake.
MANY septic systems WILL FAIL. We have been doing our best to manage lake level and water in both fields to mitigate septic issues as best we can. However, we need to allow the Lake level to rise to minimize the differential with the River level.
The CORPS has now indicated increased releases from Gavin's Point. 70,000 cfs within the next couple days. No indication that they will go higher or not.

A combination of heavy rains and increased release volume from Gavin's Point (now forecast to increase to 70,000 cfs) have caused a spike in the river levels at Plattsmouth and Nebraska City. They are very close to MODERATE flood level. At this level, there is an increased concern for safety in the event of a breach of the levee. Please be aware of conditions.
The forecast for continued rain and higher river levels mean that it may be some time before we can reduce the water level in the lake to allow for boating. We will keep you informed.
This past Memorial Day weekend most people observed the posted rules. There were a few instances of boats going too fast on the lake. A few people driving on wet grass. A number of kids on golf carts driving off the road and down the levee at both the north and the south end of the lake. A REMINDER to please explain this to your children and guests, you as HOMEOWNERS are responsible for this.
There have been a number of reports of septic systems not working. This will remain the case in general until ground water can recede.

ALL homeowners are responsible for their guests and children. ALL must abide by the above. Parking will be difficult if you have a lot of guests to the lake, however, we continue to ask that no vehicles park on the SID's grass areas. The ground water remains very high and areas are extremely soft.
The USACE (Corps of Engineers) has increased the release from Gavin's Point to 60,000 cfs. We have been informed to expect high releases the entire summer. In addition to this high volume of water, the snow pack in Colorado is 150% of normal. Currently the Platte, while inside its banks, is flowing more than twice the normal volume of water for this time of year. The Colorado snow melt is coming soon and will only further exacerbate the issue of high Missouri River levels for us.
We have been able to drop the lake level to a point that is considered NO WAKE in even a normal summer. We are not seeing boil activity with the river and lake levels where they are. We will continue to watch this. If the river level goes up and forces us to raise the lake level, we may need to again close the lake. Conversely, if the river level should go down (NOT currently forecast to do so) and we can lower the lake more without creating boil activity, we could then open the lake to full recreation boating.
Until further notice, the lake remains OPEN TO NO-WAKE BOATING.
Both the drinking and lake water was tested about 2 months ago and all was good. This week we sent lake samples to be tested again.
Please note that with very high ground water, some septic systems will struggle if not fail completely.

We had discussions with the National Weather Service out of Kansas City. They are the group responsible for the Missouri River Level Forecast (Link under Resources Tab). We voiced our frustration with the forecasting they have been providing for the last couple of months. Explaining that our planning and anticipation was effectively useless using their tool as it was. End result is that they have changed the model they use to predict the drop in the river levels. Until last week, the forecast was always steady for a few days then a sharp decline slope on the graph. That obviously never happened. The reality is that the entire river basin including ground water is causing this decline to be much more gradual and the new model reflects that. Until the USACE reduces the Gavin's Point Dam releases or the entire Missouri River Valley drains and dries out (getting past spring rains will help) we will be in flood stage. Until we are out of flood stage we will continue to maintain the lake at a very high level. We have begun discussions about trying to get the lake to a level where motorized NO WAKE would be allowed. We will keep you informed, but for now, the lake remains closed to Motorized Traffic.

Many have been asking about our plan for lake level as it pertains to dock and sea wall repairs as well as recreation and boating. Until the river levels are down below minor flood stage (Action Stage or lower) we will not be able to lower the lake. When that happens our plan is to pump our and drop the lake to a LOW summer activity level. This will be to buffer against large spring rains and also to allow us and residents to do some repair. For the SID that includes working with the sand berm placed during the Flood Fight. We will NOT be reducing the lake any lower this season until later in the fall. With the current river forecast, we presume to be able to do this within the next 10 days to 2 weeks. Once we have lowered the lake but are still doing repairs we hope to open the lake to NO WAKE SPEED. Our hope (weather and conditions permitting) is to return to NORMAL LAKE RECREATION activities by the weekend of May 18th, one full week before Memorial Day.
There will be a dumpster placed near the east boat ramp sometime in the next 10 days. We will inform you when and where this will be.

Cass County is offering to place a dumpster for one day at the lake. This is for FLOOD DAMAGE material only. (Carpets, baseboards, etc) Please let us know in the next couple of days if you have anything that meets this criteria.
We also want to know what damage, if any, you have sustained to drive area, yard, sea walls, house, other structures. This will help us get an understanding of the effects and issues that high water levels (such as we've experienced in that last month) pose to our community. Please reply to: [email protected]

We are allowing people to bring boats back. Boats are to be placed on lifts and PARKED. No BOATING. You must launch your boat by contacting a lot director and all the usual requisites apply.
If you want to do work (or contract for work) on your sea wall, boat lifts, or docks, we ask that you or the contractor contact Jim Noerrlinger so that he is aware of any work in the lake. We need to keep activity at this time to an absolute minimum.

The SID Board wants to thank everyone for their cooperation thus far. This has been a stressful month and we are doing all we can to get the lake and area in condition to allow for normal summer recreation activities.
Please remember that the SID will hold a meeting at 10AM Sunday April 14th at the COBB Center with the April HOA meeting immediately following. This is primarily to communicate with residents what we know to this point and what issues and plans are in our near and long range future. We will have representation from our engineers, attorneys, and FEMA/CORPS disaster documentation processing consultant at this meeting.

EVACUATION LIFTED
As of noon today, ALL evacuations for ALL residents are CANCELLED.
The river levels at both Plattsmouth and Nebraska City are now in MINOR flood stage. Our lake level continues to drop.
Specific lake conditions: Everything appears to be stable. No change from yesterday.
STAY OFF THE GRASS LEVEE NOBODY allowed on the levee until further notice.
STAY ON THE ROAD or your own driveway area…all grounds inside and outside the road are still very SOFT. The water table is still VERY HIGH with a lot of standing water resulting but improving daily.
The LAKE IS CLOSED. NOBODY is to be on or in the lake in any manor (boat, canoe, paddle board, or even swimming) until further notice.
The lake level is extremely high and we want to prevent further damage to docks, sea walls, lifts, and ESPECIALLY the sand berms placed in the lake for flood fighting.
The GATE WILL BE OPEN We are NOT going to continue monitoring or blocking the gate. There appear to be more than half of the full-time residents who have chosen to move back and, as septic system functionality improves around the area, more will continue to do so
Some SEPTIC SYSTEMS are still NOT be functional. This is improving as ground water recedes.
Most PROPANE TANKS were removed or disconnected. The priority for the Farmers' COOP will be to reconnect full-time residents first. If your tank was removed, they will bring it back if the ground in your area has firmed up enough to allow them to do so.

We will continue to post here daily for a few more days after which we will go back to an "as needed" basis.

EVACUATION FOR FULL TIME RESIDENTS LIFTED

The river levels continue to go down and both Plattsmouth and Nebraska City should be into the MINOR flood stage by Noon Sunday. The lake level continues to drop approximately 3" per day. We are slowing this down as of today. Early next week we will begin pumping water out of the Noerrlinger field near the south end of the levee.
Specific lake conditions: Everything appears to be stable. No change from yesterday.
There were fewer people there today than anticipated. The roads have held up well. This will be ongoing maintenance until repaired and restored. Nothing new on propane or septic issues. Thank you to everyone for cooperating with our gate/entrance monitoring volunteers.
We will update this at noon tomorrow to determine evacuation status and gate monitoring going forward.

The river levels continue to go down slowly and both Plattsmouth and Nebraska City show going below the MODERATE and into the MINOR flood stage by Monday or Tuesday. The lake level continues to drop approximately 3" per day. The CORPS explained today that the South Dakota snow melt is happening and we will see this come our way for the next few weeks. There is also light rain over the 2-day weekend forecast for our area. The also commented that there are currently 49 levees in the region (Gavin's Point to St. Louis) that have partially or totally failed.
Specific lake conditions: Conditions remain stable. No new boils. The lake level has come down approximately 3" in the past 24 hours. The river level is approximately 7.5' below our levee top. There is still a moderate risk of levee failure but that risk is reduced with each passing day.
The road is in pretty good shape. There are a number of areas that have been built up with rock. Most sever is between Lot 206 and the levee. We are starting to see extensive damage on the stretch of road outside the gate out to the sign.

For FULL TIME RESIDENTS: We are all very aware and empathetic to your situation. We know the displacement of your families, the agony of the unknown and the general disruption in your daily lives has and continues to take a toll.
With this in mind, we are LIFTING the EVACUATION for Full-Time Residents ONLY starting at 6AM SATURDAY 3-23-19. We continue to recommend evacuation on a voluntary basis and you come back at your own risk as the danger still exists with water level on the levee.
For homeowners that Lake Waconda is NOT your primary residence: We know that you too, have an interest in getting to your home to assess damage (if any) and help where you can. You can help most by staying away once you’ve determined your home is okay. We ask that you not spend the night at the lake for logistical purposes as well as potential safety issues. We intend to lift the evacuation entirely after the river levels recede to a safe level on our levee.
No non-residents will be allowed beyond the gate unless accompanied by a resident.
FOR ANYONE WHO COMES TO THE LAKE:
STAY OFF THE GRASS LEVEE NOBODY allowed on the levee until further notice.
STAY ON THE ROAD or your own driveway area…all grounds inside and outside the road are EXTREMELY SOFT. The combination of the high lake level with the high river level has caused the water table to be VERY HIGH with a lot of standing water resulting.
We ask that you minimize traffic around the lake. If you come back it should be to check for and mitigate damage, NOT for recreation. PLEASE BE SURE YOU EXPLAIN THIS TO YOUR CHILDREN
The LAKE IS CLOSED. NOBODY is to be on or in the lake in any manor (boat, canoe, paddle board, or even swimming) until further notice.
The lake level is extremely high and we want to prevent further damage to docks, sea walls, lifts, and ESPECIALLY the sand berms placed in the lake for flood fighting.
The GATE WILL BE CLOSED from 10pm until 6am each day. It will be monitored by volunteers from 6am until 10 pm daily. For the few who stay at the lake, you will need to leave a vehicle outside the gate if you need to come and go during the overnight hours. In case of emergency, Jim is notified of all 911 calls and will be able to open the entrance at any time.
MOST SEPTIC SYSTEMS will NOT be functional until ground water recedes.
Neither water nor electric service has been disrupted.
Most PROPANE TANKS were removed or disconnected. We will work with the Farmers’ COOP to create a plan to bring the tanks back and reconnect them. No tanks will be brought back until the ground begins to dry up a bit. They could cause damage to drives, yards and septic systems with the current condition of the soft ground. More on this to follow.
Please remain vigilant and aware of the surroundings at all times. Depending on day and time, there may be work going on so please be cautious and respectful of any work vehicles and equipment.

EVACUATION REMAINS IN EFFECT

The river level forecasts changed last night effectively cutting the rate of decline in half. Yesterday at this time levels were forecast to drop approximately 1-1.5 feet per day. Now they show 1 foot drop every 2-3 days. While on the daily briefing call with the CORPS the explanation given (and what we intuitively know) is that this is a hydrologic prediction formula that relies on flow of water past devices. They have no way to know the extent of the volume an the velocity of the drainage into the river from all the flooded area. What is important to know is that the water on our levee will not recede as quickly as earlier hoped.
Specific lake conditions: Conditions remain stable. No new boils. The lake level has come down approximately 1.5" in the past 12 hours. The river level is approximately 6.5' below our levee top. The road condition is still being addressed and we are still working on it as well as other areas such at the COBB center parking area. We have no new projection as to when we will lift the evacuation. Our intention is to have that in this update tomorrow.
We asked that the HOA extend the GATE MONITORING by volunteers through Tuesday March 26th. We will continue to monitor 6am until 10pm daily. This means the entrance will be blocked from 10pm until 6am each day. For the few who are at the lake, you will need to leave a vehicle outside the gate if you need to come and go during the overnight hours. In case of emergency, Jim is notified of all 911 calls and will be able to open the entrance at any time.

The river levels continue to drop, though not as quickly as forecast a day or so ago. Plattsmouth is in MAJOR flood stage at this time. Their forecast is now showing to be in MODERATE flood stage through Sunday before dropping to MINOR sometime on Monday. Nebraska City is currently in MODERATE flood stage and forecast to remain in that stage through Saturday dropping to MINOR sometime on Sunday. There is a chance of rain on the weekend and the South Dakota snow pack will continue its melt and runoff.
Specific lake conditions: There are no urgent issues of boils or seepage today. The work we have done is holding. The river level is approximately 6 feet below top of levee. We still need to see more drop to feel comfortable about lifting the evacuation. We will keep everyone informed. We are working on the road, both in the areas we built it up and in areas that were soft or damaged by heavy truck or equipment traffic. We are no longer pumping water INTO the field or the lake. Today we started pumping water OUT of the lake. We will do this as quickly at river level will allow. We want to get the lake BELOW recreation level. It is our desire to complete the emergency repairs we made with a more permanent solution and therefore need the lake level lower. This will be decided by the SID board at a meeting in the near future taking all factors into consideration: Cost to the District, FEMA participation, CORPS participation, lake residents' recreational season, and MOST IMPORTANTLY, the long term health of the levee system and its ability to keep performing after repeated events.
We continue to ask that you stay away for a few more days.
Please do not construe the following as an indication that it is safe to return, it is not yet.
If you must come to the lake to check your home before the evacuation is lifted (and for some time afterward) please note the following:

We were on a call today with the CORPS. We did not learn anything new other than there will be a coordinated effort by a division within the CORPS to work with levee sponsors to rebuild/repair the "substancially damaged levee system" throughout the area. The river levels at Plattsmouth and Nebraska City continue to recede. There is still much snowpack in South Dakota to melt, this enters the Missouri south of Gavin's Point so there is no reservoir system for that water.
Specific lake conditions: The boils currently seem to be okay. We are working on the road to get is passable by the time we lift the evacuation. If nothing deteriorates further, if the rivers continue to recede, and if we can get the road in passable condition, we hope to lift the evacuation sometime before Monday March 25th. POTENTIALLY this weekend.
Please keep track of ANY time you may have spent volunteering in any capacity. We will need this information as we work with FEMA on any potential reimbursements.

EVACUATION REMAINS IN EFFECT

Apologies for this update being so late in the day. We have been meeting with the CORPS since 8:30am this morning, they are still on site.
The forecast for river levels at Plattsmouth and Nebraska City is to drop to MODERATE flood stage by mid-week and to MINOR flood stage by the weekend. The current river level is approximately 3' to 4' below the top of the levee. Although the chance for over topping our levee at this point seems low, this remains CRITIICAL until the river level drops to MINOR or ACTION stages. The boils and general condition of the levee described below can lead to a levee collapse as we have seen in a number of communities this week.
Specific lake conditions: The road around the lake continues to deteriorate from ground water and from heavy truck traffic. The road from LOT 207 to the levee was basically gone this morning with the high water table turning it to mud. We have begun construction of this road in an emergency manor. Large rock covered by smaller rock is being placed. This will raise the road level over 1 foot. It will be difficult for passenger vehicles (even SUV's) to cross this part of the road. Once the road is re-established we will begin bringing in many truckloads of sand. The boils in Bull Frog Bay and along the levee north of the flagpole are a major concern to the engineers from the CORPS. We are in the process of placing a sand berm along this area and will effectively narrow the lake by about 5' to 10' depending on the exact area. Bull Frog Bay will be addressed with sand bags to see if we can slow down the boils. If that is unsuccessful, we may need to place a sand berm there. We have also seen a number of boils in the field south of the COBB center. We have stopped pumping water INTO THE LAKE. The current lake level is very high. It is over some docks and just up to top of the shorter sea walls. The rise in lake level has definitely moved the ice and there will be damage to some docks and lifts. We have begun pumping water INTO THE FIELD. We will likely bring this up a couple of feet to help slow down the boils in the field. We have begun monitoring the gate by signing all people in AND out from 6 am until 10 pm daily.
Once water levels have receded to a safe level and we stabilize the road, we will end the evacuation. We understand the challenges this poses to everyone, ESPECIALLY those that live full time at the lake. We continue to ask that nobody spend the night at the lake.

EVACUATION REMAINS IN EFFECT
If you must come to the lake we ask that ALL PERSONS CHECK IN AND OUT at the gate entrance to the lake.
River levels at Nebraska City, Plattsmouth and Ashland appeared to be at crest or dropping overnight. The level at our levee dropped approximately 1 foot so the water is approximately 24"-28" below our levee top. This is good news, HOWEVER, this is still hour to hour and we will have water against our levee for many days to come. Jim has inspected the entire levee and lake areas. All work previously done is holding good. One boil was found in the bean field south of the community center and is being addressed. The lake level continues to come up and we may stop pumping in soon. Current lake level is close to normal recreation level. There is still a lot of ice on the lake and we are aware that there may be some damage to docks and lifts due to this. That issue was considered prior to pumping into the lake, however the CORPS strongly advised that we raise the lake level and that appears to have been the correct decision.
Jim does not need any volunteer help at this time but asks that people who are able, remain in an ON-CALL status. If the need for help arises, the HOA will send out an email and you can also follow the "LAKE WACONDA COMMUNITY" Facebook page for conversation and updates.

EVACUATION
The SID has sent a DISASTER DECLARATION to CCEMA. This is the first step in the federal aid process.
The water levels continue to rise. Currently the river level is approximately 12-15 inches of the levee top. This is now a serious concern. CCEMA and other officials have asked that ALL EVACUATE. All flood fighting has stopped due to safety concerns. Nobody is to spend the night at the lake. We are asking that nobody come to the lake until further notice. Current water level forecasts show anywhere from no rise to as much as 18" of rise. Provided that the levee is not over topped and we have no breaches, the water level is forecast to start going down by Monday. Please keep in mind that these are only forecasts. This changes by the hour. Once levels drop and it is determined safer to flood fight, we will let people know.
Specific lake conditions: The had a relatively good day addressing boils and soft road issues. Many boils have been covered by fabric and sand and the rest of the area is currently in relatively good shape. We continue to pump water into the lake.

EVACUATION URGED
There is no change since last report. Evacuation is still urged. Almost everyone has evacuated. A few have remained on site along with Jim and Leota to watch the area for unauthorized persons. Also the few of them are keeping a very watchful eye on the water levels and the levee. It appears that most areas near or upstream from us are at or beyond crest. The CORPS has begun decreasing the discharge from Gavin's Point Dam by 7000 cfs every 12 hours. However, we will remain in MAJOR flood stage category until NEXT weekend. The Platte is forecast to be much lower by Tuesday. The Missouri lower by next weekend. Understand that the danger always exists when water is up against our (or any) levee system.
Specific lake conditions: Many boils were addressed yesterday, we continue to look for find and more today. Thus far they have been minor in comparison. We started pumping water INTO the lake yesterday. This is to decrease the differential between river level and lake level in order to lower the flow and velocity of water through the boils. A combination of the pumps, ground water rise, and boils will result in an approximate lake level rise of 3-5" per day. We will keep a very close eye on this and already anticipate the need to pump water OUT of the lake at a later date this month or next month due to natural spring rains. MANY people helped yesterday. Some volunteers are needed today to help fill sandbags and miscellaneous. Even running food and water for those working. This is NOT an all hands on deck call. If you do plan to go to the lake to help, we need you to check in AND out with Jim or Leota (or whomever is maintaining the records at the time). This is for our knowledge, for safety purposes, and potential FEMA reimbursements.
We appreciate all who have heeded the call to evacuate. We still recommend against spending the night. If you do plan to spend the night at the lake, please inform Jim or Leota so we know who is there in the event of a major emergency.

EVACUATION URGED
Cass County Emergency Management and the CORPS have been on site most of the morning. Sandy Weyer from CCEMA told us today to expect a longer duration event than most agencies originally thought. The water level is currently within a foot of the 2011 level and rivers are projected to keep rising through Saturday or Sunday. CCEMA is STRONGLY suggesting that persons evacuate and absolutely stay away until waters recede. They have seen waters rise in many areas with no notice and that had not been forecast. Many area roads continue to be closed including I-29 from Pacific Junction to the Missouri state line. Areas such as Valley, NE, South Bend, and Hansen Lakes are all under mandatory evacuations due to levee and dam breeches . The situation continues to worsen.
Specific lake conditions: Quite a number of boils have been identified, most on the northeast edge of the lake, north of the flagpole. Jim and a number of volunteer residents have been working all morning to do what they can to slow down the flow in some of the boils. They have been removing sand from the playground area for sandbagging. Loads of sand will arrive this afternoon to aid in this flood fight. If you do go to the lake, please take care and recognize the danger. The road has many SOFT spots, please drive carefully for your safety and to try to keep road damage to a minimum.

The SID is recommending a VOLUNTARY EVACUATION from the Lake. Much has changed in the 16 hours since the previous post. The Spencer Dam on the Niobrara River broke that flows into the Missouri west of Gavin's Point Dam. The CORPS has therefore increased release levels to 90,000 cfs. Water continues to flow from the Platte into the Missouri at Plattsmouth. The river level forecasts at Plattsmouth and Nebraska City continue to rise. The current forecast is for levels exceeding 2011. During discussions this morning with Jim Noerrlinger, it was determined that conditions could deteriorate quickly. At a minimum, we are recommending that nobody remain at the lake overnight. If you are there in daylight hours, remain aware or conditions. The area on and around the levee continue to be monitored. There appears to be the beginning of a boil in the Bull Frog Bay area. Cass County Emergency Management has been notified and will come to the lake for observation. The sand ordered yesterday did not arrive. There is some sand in the playground area. Frozen ground and ice continue to be a problem as we work to mitigate any issues.

PLEASE KEEP ABREAST OF THE FLOOD THREAT SITUATION FOR LAKE WACONDA. Current river level forecast for Nebraska City is showing a level in the very high MODERATE flood stage. It is showing cresting on Sunday at 26.2 feet. MAJOR flood stage is 27 feet. In 2011 the river ran at approximately 28.2 feet for much of the summer. This forecast is likely to change due to water issues on the Platte River as well as water releases from Gavin's Point Dam. The CORPS had increased the release to 90,000 CFS (edited 3-15-19) which is extremely high. In 2011, the release levels were an unprecedented 160,000 CFS for most of the month of August. During 2011 water levels remained at approximately 2 feet below our levee top. We are hopeful this will be a short duration event and that river levels will remain a minimum of 4 feet below our levee top. We are on watch and have requested sand to be brought to the lake in the event we need to sandbag any land boils that may show up.
We are not calling for an evacuation at this time, but want each homeowner (whether you live at the lake or not) to be vigilant and informed. Watch the news and websites. We will update this website as changes in the situation warrant.

In recent weeks and especially in recent days the Missouri River level has risen sharply and it is nearly back in MODERATE Flood level adjacent to Lake Waconda. The forecast is for this recent river rise to crest by Saturday and then begin returning to the levels we've seen most of the summer by next week. HOWEVER, this forecast only includes ONE DAY of weather forecast and we know that there is a lot of rain for forecast for the Missouri River basin. The SID board decided at today's meeting to stop pumping (in or out) for the time being. We are allowing lake levels to come up and we will post a NO WAKE or a CLOSED notice when appropriate. We are concerned with the water level in the lake coming up too high with all of the boats still on lifts. If you have the opportunity to do so, please tie off your boats to your dock or lift to help prevent boats from floating off of lifts and out into the lake. We may pump water into AND/OR out of the lake as the situation warrants.
Gavins Point releases were reduced from 70,000 to 60,000 cfs this past week in anticipation of the rise in the lower Missouri river levels. The release levels are planned to be increased to 80,000 cfs during the next few days. Please click on the USACE Weekly Update on the home page here. The upper right hand graph is extremely telling of the total water still in the entire system. You will see that the current total water in "storage" is above last year and well above 2011 at this same time. This is important as we go into winter and next spring. It is likely that next summer may again be a challenge for us as the CORPS works to lower the overall system storage and may need to release large amounts of water next summer as was the case this year.
Jim walked in the lake and we are seeing issues again in Bullfrog Bay and along the north shore where the sand was. We are keeping a very watchfull eye on this.
Be mindful that septic systems will again be challenged.
We continue to work with both FEMA/NEMA and the USACE. The CORPS was on site today but still could not see all they wanted to due to high river levels.
The road from the gate out to Waconda Road (3-mile road) has been repaired.

The Missouri River level continues to be about 2 feet into minor flood stage near Waconda. The CORPS has informed us that the current release levels will be continued into October (or later depending on weather) as they work to lower the overall storage of water in the reservoir system.
We have begun the process of working with both FEMA/NEMA and the USACE. This will be a long slow process.
The road from the gate out to Waconda Road (3-mile road) will be repaired Starting TUESDAY SEPTEMBER 3, 2019.

East Lake Drive, West Shore Drive, Mid-Lake Drive, and Bull Frog Bay Rd will not be repaired until next summer. There may be sporadic preliminary road work performed before then.
The project to permanently repair boils at the north end of the lake (where the sand is) had not been designed yet. We are working with the CORPS and hope to have an indication of the scope of work by September. No timeline issued yet for the actual work.
OPPD was down a week or so ago to repair a break in the line. They have begun the process of designing a new service feed for the district.

There remains little new to report. On the call with the CORPS today, we were informed that their intent is to maintain release levels at 75,000 cfs from Gavins Point through the fall. We asked for a special conference with the person in charge of the division that makes that decision. We will be asking them to consider reducing releases by at least 30,000 cfs from Oahe southward. The intent is to get the river level back below minor flood stage (at least to action stage if not below). Currently the river is forecast to remain in minor flood stage through the July 4th holiday.
Jim reports that the area ground water seems to be improving very slowly, but improving. They have been able to mow most of the grass areas. With the very high water table, it takes far longer to dry up after a rain event. We continue to have mechanical issues with pumps and tractors, as a result the lake level is still about 3" above where we want it to be for NO WAKE boating. We will keep you informed as to our progress lowering the lake. We have had reports of some septic systems improving slightly.

There is no change to report other than the River Levels jumped up to the MODERATE flood category this week. Forecast for a very gradual decline, this looks to be the apparent normal for this summer. Our lake level has risen quite a bit and we will now add a second tractor to pump water out of the lake and lower it slowly while mitigating and boil activity. Many septic systems continue to struggle or not work.
We are taking lake water samples every 2 weeks to be sure the water remains safe to swim in. At this time all levels are within safe swimming limits.

With forecast river level to keep rising, we will see a rise in lake level. We are extremely high already. The biggest difference between now and last March is that there are MANY more boats on lifts. Unless your boat lift floats or brings your boat out of the water by a number a FEET, there is a good chance your boat could "Float off your lift". We are asking that you raise your boats as high as possible and tie them to your dock or lift so it does not float free into the lake.
MANY septic systems WILL FAIL. We have been doing our best to manage lake level and water in both fields to mitigate septic issues as best we can. However, we need to allow the Lake level to rise to minimize the differential with the River level.
The CORPS has now indicated increased releases from Gavin's Point. 70,000 cfs within the next couple days. No indication that they will go higher or not.

A combination of heavy rains and increased release volume from Gavin's Point (now forecast to increase to 70,000 cfs) have caused a spike in the river levels at Plattsmouth and Nebraska City. They are very close to MODERATE flood level. At this level, there is an increased concern for safety in the event of a breach of the levee. Please be aware of conditions.
The forecast for continued rain and higher river levels mean that it may be some time before we can reduce the water level in the lake to allow for boating. We will keep you informed.
This past Memorial Day weekend most people observed the posted rules. There were a few instances of boats going too fast on the lake. A few people driving on wet grass. A number of kids on golf carts driving off the road and down the levee at both the north and the south end of the lake. A REMINDER to please explain this to your children and guests, you as HOMEOWNERS are responsible for this.
There have been a number of reports of septic systems not working. This will remain the case in general until ground water can recede.

ALL homeowners are responsible for their guests and children. ALL must abide by the above. Parking will be difficult if you have a lot of guests to the lake, however, we continue to ask that no vehicles park on the SID's grass areas. The ground water remains very high and areas are extremely soft.
The USACE (Corps of Engineers) has increased the release from Gavin's Point to 60,000 cfs. We have been informed to expect high releases the entire summer. In addition to this high volume of water, the snow pack in Colorado is 150% of normal. Currently the Platte, while inside its banks, is flowing more than twice the normal volume of water for this time of year. The Colorado snow melt is coming soon and will only further exacerbate the issue of high Missouri River levels for us.
We have been able to drop the lake level to a point that is considered NO WAKE in even a normal summer. We are not seeing boil activity with the river and lake levels where they are. We will continue to watch this. If the river level goes up and forces us to raise the lake level, we may need to again close the lake. Conversely, if the river level should go down (NOT currently forecast to do so) and we can lower the lake more without creating boil activity, we could then open the lake to full recreation boating.
Until further notice, the lake remains OPEN TO NO-WAKE BOATING.
Both the drinking and lake water was tested about 2 months ago and all was good. This week we sent lake samples to be tested again.
Please note that with very high ground water, some septic systems will struggle if not fail completely.

We had discussions with the National Weather Service out of Kansas City. They are the group responsible for the Missouri River Level Forecast (Link under Resources Tab). We voiced our frustration with the forecasting they have been providing for the last couple of months. Explaining that our planning and anticipation was effectively useless using their tool as it was. End result is that they have changed the model they use to predict the drop in the river levels. Until last week, the forecast was always steady for a few days then a sharp decline slope on the graph. That obviously never happened. The reality is that the entire river basin including ground water is causing this decline to be much more gradual and the new model reflects that. Until the USACE reduces the Gavin's Point Dam releases or the entire Missouri River Valley drains and dries out (getting past spring rains will help) we will be in flood stage. Until we are out of flood stage we will continue to maintain the lake at a very high level. We have begun discussions about trying to get the lake to a level where motorized NO WAKE would be allowed. We will keep you informed, but for now, the lake remains closed to Motorized Traffic.

Here is our current projected plan:
- Until the river drops 2 to 3 more feet we will maintain current lake level. The Lake will be opened NON motorized recreation (Swimming, kayaking, paddle boarding, canoeing, etc)
- Once the River level goes down (forecasted for May 15), we will begin to lower the lake back down to a recreational level. (at this point open up lake to NO WAKE speed boating)
- Remove the sand at the north end and pile it adjacent to the shore in a wind row fashion
- Once sand is removed open up lake to full normal recreation.
Cass county will be placing a 30-yard dumpster at or near Lot #202 the weekend of May 10-12.

Many have been asking about our plan for lake level as it pertains to dock and sea wall repairs as well as recreation and boating. Until the river levels are down below minor flood stage (Action Stage or lower) we will not be able to lower the lake. When that happens our plan is to pump our and drop the lake to a LOW summer activity level. This will be to buffer against large spring rains and also to allow us and residents to do some repair. For the SID that includes working with the sand berm placed during the Flood Fight. We will NOT be reducing the lake any lower this season until later in the fall. With the current river forecast, we presume to be able to do this within the next 10 days to 2 weeks. Once we have lowered the lake but are still doing repairs we hope to open the lake to NO WAKE SPEED. Our hope (weather and conditions permitting) is to return to NORMAL LAKE RECREATION activities by the weekend of May 18th, one full week before Memorial Day.
There will be a dumpster placed near the east boat ramp sometime in the next 10 days. We will inform you when and where this will be.

EVACUATION LIFTED
As of noon today, ALL evacuations for ALL residents are CANCELLED.
The river levels at both Plattsmouth and Nebraska City are now in MINOR flood stage. Our lake level continues to drop.
Specific lake conditions: Everything appears to be stable. No change from yesterday.
STAY OFF THE GRASS LEVEE NOBODY allowed on the levee until further notice.
STAY ON THE ROAD or your own driveway area…all grounds inside and outside the road are still very SOFT. The water table is still VERY HIGH with a lot of standing water resulting but improving daily.
The LAKE IS CLOSED. NOBODY is to be on or in the lake in any manor (boat, canoe, paddle board, or even swimming) until further notice.
The lake level is extremely high and we want to prevent further damage to docks, sea walls, lifts, and ESPECIALLY the sand berms placed in the lake for flood fighting.
The GATE WILL BE OPEN We are NOT going to continue monitoring or blocking the gate. There appear to be more than half of the full-time residents who have chosen to move back and, as septic system functionality improves around the area, more will continue to do so
Some SEPTIC SYSTEMS are still NOT be functional. This is improving as ground water recedes.
Most PROPANE TANKS were removed or disconnected. The priority for the Farmers' COOP will be to reconnect full-time residents first. If your tank was removed, they will bring it back if the ground in your area has firmed up enough to allow them to do so.

The river levels continue to go down and both Plattsmouth and Nebraska City should be into the MINOR flood stage by Noon Sunday. The lake level continues to drop approximately 3" per day. We are slowing this down as of today. Early next week we will begin pumping water out of the Noerrlinger field near the south end of the levee.
Specific lake conditions: Everything appears to be stable. No change from yesterday.
There were fewer people there today than anticipated. The roads have held up well. This will be ongoing maintenance until repaired and restored. Nothing new on propane or septic issues. Thank you to everyone for cooperating with our gate/entrance monitoring volunteers.
We will update this at noon tomorrow to determine evacuation status and gate monitoring going forward.

EVACUATION REMAINS IN EFFECT*** (See further down in this notice)
We ask that you not come to the lake unless absolutely necessary.
The river levels continue to go down slowly and both Plattsmouth and Nebraska City show going below the MODERATE and into the MINOR flood stage by Monday or Tuesday. The lake level continues to drop approximately 3" per day. The CORPS explained today that the South Dakota snow melt is happening and we will see this come our way for the next few weeks. There is also light rain over the 2-day weekend forecast for our area. The also commented that there are currently 49 levees in the region (Gavin's Point to St. Louis) that have partially or totally failed.
Specific lake conditions: Conditions remain stable. No new boils. The lake level has come down approximately 3" in the past 24 hours. The river level is approximately 7.5' below our levee top. There is still a moderate risk of levee failure but that risk is reduced with each passing day.
The road is in pretty good shape. There are a number of areas that have been built up with rock. Most sever is between Lot 206 and the levee. We are starting to see extensive damage on the stretch of road outside the gate out to the sign.
Now for some encouraging news.

For FULL TIME RESIDENTS: We are all very aware and empathetic to your situation. We know the displacement of your families, the agony of the unknown and the general disruption in your daily lives has and continues to take a toll.
With this in mind, we are LIFTING the EVACUATION for Full-Time Residents ONLY starting at 6AM SATURDAY 3-23-19. We continue to recommend evacuation on a voluntary basis and you come back at your own risk as the danger still exists with water level on the levee.
For homeowners that Lake Waconda is NOT your primary residence: We know that you too, have an interest in getting to your home to assess damage (if any) and help where you can. You can help most by staying away once you’ve determined your home is okay. We ask that you not spend the night at the lake for logistical purposes as well as potential safety issues. We intend to lift the evacuation entirely after the river levels recede to a safe level on our levee.
No non-residents will be allowed beyond the gate unless accompanied by a resident.
FOR ANYONE WHO COMES TO THE LAKE:
STAY OFF THE GRASS LEVEE NOBODY allowed on the levee until further notice.
STAY ON THE ROAD or your own driveway area…all grounds inside and outside the road are EXTREMELY SOFT. The combination of the high lake level with the high river level has caused the water table to be VERY HIGH with a lot of standing water resulting.

No tanks will be brought back until the ground begins to dry up a bit. They could cause damage to drives, yards and septic systems with the current condition of the soft ground. Please remain vigilant and aware of the surroundings at all times. Depending on day and time, there may be work going on so please be cautious and respectful of any work vehicles and equipment.

EVACUATION REMAINS IN EFFECT
We ask that you not come to the lake unless absolutely necessary.
The river level forecasts changed last night effectively cutting the rate of decline in half. Yesterday at this time levels were forecast to drop approximately 1-1.5 feet per day. Now they show 1 foot drop every 2-3 days. While on the daily briefing call with the CORPS the explanation given (and what we intuitively know) is that this is a hydrologic prediction formula that relies on flow of water past devices. They have no way to know the extent of the volume an the velocity of the drainage into the river from all the flooded area. What is important to know is that the water on our levee will not recede as quickly as earlier hoped.
Specific lake conditions: Conditions remain stable. No new boils. The lake level has come down approximately 1.5" in the past 12 hours. The river level is approximately 6.5' below our levee top. The road condition is still being addressed and we are still working on it as well as other areas such at the COBB center parking area. We have no new projection as to when we will lift the evacuation. Our intention is to have that in this update tomorrow.
We asked that the HOA extend the GATE MONITORING by volunteers through Tuesday March 26th. We will continue to monitor 6am until 10pm daily. This means the entrance will be blocked from 10pm until 6am each day. For the few who are at the lake, you will need to leave a vehicle outside the gate if you need to come and go during the overnight hours. In case of emergency, Jim is notified of all 911 calls and will be able to open the entrance at any time.

The river levels continue to drop, though not as quickly as forecast a day or so ago. Plattsmouth is in MAJOR flood stage at this time. Their forecast is now showing to be in MODERATE flood stage through Sunday before dropping to MINOR sometime on Monday. Nebraska City is currently in MODERATE flood stage and forecast to remain in that stage through Saturday dropping to MINOR sometime on Sunday. There is a chance of rain on the weekend and the South Dakota snow pack will continue its melt and runoff.
Specific lake conditions: There are no urgent issues of boils or seepage today. The work we have done is holding. The river level is approximately 6 feet below top of levee. We still need to see more drop to feel comfortable about lifting the evacuation. We will keep everyone informed. We are working on the road, both in the areas we built it up and in areas that were soft or damaged by heavy truck or equipment traffic. We are no longer pumping water INTO the field or the lake. Today we started pumping water OUT of the lake. We will do this as quickly at river level will allow. We want to get the lake BELOW recreation level. It is our desire to complete the emergency repairs we made with a more permanent solution and therefore need the lake level lower. This will be decided by the SID board at a meeting in the near future taking all factors into consideration: Cost to the District, FEMA participation, CORPS participation, lake residents' recreational season, and MOST IMPORTANTLY, the long term health of the levee system and its ability to keep performing after repeated events.
We continue to ask that you stay away for a few more days.
Please do not construe the following as an indication that it is safe to return, it is not yet.
If you must come to the lake to check your home before the evacuation is lifted (and for some time afterward) please note the following:

We were on a call today with the CORPS. We did not learn anything new other than there will be a coordinated effort by a division within the CORPS to work with levee sponsors to rebuild/repair the "substancially damaged levee system" throughout the area. The river levels at Plattsmouth and Nebraska City continue to recede. There is still much snowpack in South Dakota to melt, this enters the Missouri south of Gavin's Point so there is no reservoir system for that water.
Specific lake conditions: The boils currently seem to be okay. We are working on the road to get is passable by the time we lift the evacuation. If nothing deteriorates further, if the rivers continue to recede, and if we can get the road in passable condition, we hope to lift the evacuation sometime before Monday March 25th. POTENTIALLY this weekend.
Please keep track of ANY time you may have spent volunteering in any capacity. We will need this information as we work with FEMA on any potential reimbursements.

EVACUATION REMAINS IN EFFECT
We ask that you not come to the lake unless absolutely necessary.
Apologies for this update being so late in the day. We have been meeting with the CORPS since 8:30am this morning, they are still on site.
The forecast for river levels at Plattsmouth and Nebraska City is to drop to MODERATE flood stage by mid-week and to MINOR flood stage by the weekend. The current river level is approximately 3' to 4' below the top of the levee. Although the chance for over topping our levee at this point seems low, this remains CRITIICAL until the river level drops to MINOR or ACTION stages. The boils and general condition of the levee described below can lead to a levee collapse as we have seen in a number of communities this week.
Specific lake conditions: The road around the lake continues to deteriorate from ground water and from heavy truck traffic. The road from LOT 207 to the levee was basically gone this morning with the high water table turning it to mud. We have begun construction of this road in an emergency manor. Large rock covered by smaller rock is being placed. This will raise the road level over 1 foot. It will be difficult for passenger vehicles (even SUV's) to cross this part of the road. Once the road is re-established we will begin bringing in many truckloads of sand. The boils in Bull Frog Bay and along the levee north of the flagpole are a major concern to the engineers from the CORPS. We are in the process of placing a sand berm along this area and will effectively narrow the lake by about 5' to 10' depending on the exact area. Bull Frog Bay will be addressed with sand bags to see if we can slow down the boils. If that is unsuccessful, we may need to place a sand berm there. We have also seen a number of boils in the field south of the COBB center. We have stopped pumping water INTO THE LAKE. The current lake level is very high. It is over some docks and just up to top of the shorter sea walls. The rise in lake level has definitely moved the ice and there will be damage to some docks and lifts. We have begun pumping water INTO THE FIELD. We will likely bring this up a couple of feet to help slow down the boils in the field. We have begun monitoring the gate by signing all people in AND out from 6 am until 10 pm daily.
Once water levels have receded to a safe level and we stabilize the road, we will end the evacuation. We understand the challenges this poses to everyone, ESPECIALLY those that live full time at the lake. We continue to ask that nobody spend the night at the lake.

EVACUATION REMAINS IN EFFECT
If you must come to the lake we ask that ALL PERSONS CHECK IN AND OUT at the gate entrance to the lake.
River levels at Nebraska City, Plattsmouth and Ashland appeared to be at crest or dropping overnight. The level at our levee dropped approximately 1 foot so the water is approximately 24"-28" below our levee top. This is good news, HOWEVER, this is still hour to hour and we will have water against our levee for many days to come. Jim has inspected the entire levee and lake areas. All work previously done is holding good. One boil was found in the bean field south of the community center and is being addressed. The lake level continues to come up and we may stop pumping in soon. Current lake level is close to normal recreation level. There is still a lot of ice on the lake and we are aware that there may be some damage to docks and lifts due to this. That issue was considered prior to pumping into the lake, however the CORPS strongly advised that we raise the lake level and that appears to have been the correct decision.
Jim does not need any volunteer help at this time but asks that people who are able, remain in an ON-CALL status. If the need for help arises, the HOA will send out an email and you can also follow the "LAKE WACONDA COMMUNITY" Facebook page for conversation and updates.

EVACUATION
The SID has sent a DISASTER DECLARATION to CCEMA. This is the first step in the federal aid process.
The water levels continue to rise. Currently the river level is approximately 12-15 inches of the levee top. This is now a serious concern. CCEMA and other officials have asked that ALL EVACUATE. All flood fighting has stopped due to safety concerns. Nobody is to spend the night at the lake. We are asking that nobody come to the lake until further notice. Current water level forecasts show anywhere from no rise to as much as 18" of rise. Provided that the levee is not over topped and we have no breaches, the water level is forecast to start going down by Monday. Please keep in mind that these are only forecasts. This changes by the hour. Once levels drop and it is determined safer to flood fight, we will let people know.
Specific lake conditions: The had a relatively good day addressing boils and soft road issues. Many boils have been covered by fabric and sand and the rest of the area is currently in relatively good shape. We continue to pump water into the lake.

EVACUATION URGED
There is no change since last report. Evacuation is still urged. Almost everyone has evacuated. A few have remained on site along with Jim and Leota to watch the area for unauthorized persons. Also the few of them are keeping a very watchful eye on the water levels and the levee. It appears that most areas near or upstream from us are at or beyond crest. The CORPS has begun decreasing the discharge from Gavin's Point Dam by 7000 cfs every 12 hours. However, we will remain in MAJOR flood stage category until NEXT weekend. The Platte is forecast to be much lower by Tuesday. The Missouri lower by next weekend. Understand that the danger always exists when water is up against our (or any) levee system.
Specific lake conditions: Many boils were addressed yesterday, we continue to look for find and more today. Thus far they have been minor in comparison. We started pumping water INTO the lake yesterday. This is to decrease the differential between river level and lake level in order to lower the flow and velocity of water through the boils. A combination of the pumps, ground water rise, and boils will result in an approximate lake level rise of 3-5" per day. We will keep a very close eye on this and already anticipate the need to pump water OUT of the lake at a later date this month or next month due to natural spring rains. MANY people helped yesterday. Some volunteers are needed today to help fill sandbags and miscellaneous. Even running food and water for those working. This is NOT an all hands on deck call. If you do plan to go to the lake to help, we need you to check in AND out with Jim or Leota (or whomever is maintaining the records at the time). This is for our knowledge, for safety purposes, and potential FEMA reimbursements.
We appreciate all who have heeded the call to evacuate. We still recommend against spending the night. If you do plan to spend the night at the lake, please inform Jim or Leota so we know who is there in the event of a major emergency.

EVACUATION URGED
Cass County Emergency Management and the CORPS have been on site most of the morning. Sandy Weyer from CCEMA told us today to expect a longer duration event than most agencies originally thought. The water level is currently within a foot of the 2011 level and rivers are projected to keep rising through Saturday or Sunday. CCEMA is STRONGLY suggesting that persons evacuate and absolutely stay away until waters recede. They have seen waters rise in many areas with no notice and that had not been forecast. Many area roads continue to be closed including I-29 from Pacific Junction to the Missouri state line. Areas such as Valley, NE, South Bend, and Hansen Lakes are all under mandatory evacuations due to levee and dam breeches . The situation continues to worsen.
Specific lake conditions: Quite a number of boils have been identified, most on the northeast edge of the lake, north of the flagpole. Jim and a number of volunteer residents have been working all morning to do what they can to slow down the flow in some of the boils. They have been removing sand from the playground area for sandbagging. Loads of sand will arrive this afternoon to aid in this flood fight. If you do go to the lake, please take care and recognize the danger. The road has many SOFT spots, please drive carefully for your safety and to try to keep road damage to a minimum.

The SID is recommending a VOLUNTARY EVACUATION from the Lake. Much has changed in the 16 hours since the previous post. The Spencer Dam on the Niobrara River broke that flows into the Missouri west of Gavin's Point Dam. The CORPS has therefore increased release levels to 90,000 cfs. Water continues to flow from the Platte into the Missouri at Plattsmouth. The river level forecasts at Plattsmouth and Nebraska City continue to rise. The current forecast is for levels exceeding 2011. During discussions this morning with Jim Noerrlinger, it was determined that conditions could deteriorate quickly. At a minimum, we are recommending that nobody remain at the lake overnight. If you are there in daylight hours, remain aware or conditions. The area on and around the levee continue to be monitored. There appears to be the beginning of a boil in the Bull Frog Bay area. Cass County Emergency Management has been notified and will come to the lake for observation. The sand ordered yesterday did not arrive. There is some sand in the playground area. Frozen ground and ice continue to be a problem as we work to mitigate any issues.

PLEASE KEEP ABREAST OF THE FLOOD THREAT SITUATION FOR LAKE WACONDA. Current river level forecast for Nebraska City is showing a level in the very high MODERATE flood stage. It is showing cresting on Sunday at 26.2 feet. MAJOR flood stage is 27 feet. In 2011 the river ran at approximately 28.2 feet for much of the summer. This forecast is likely to change due to water issues on the Platte River as well as water releases from Gavin's Point Dam. The CORPS had increased the release to 90,000 CFS (edited 3-15-19) which is extremely high. In 2011, the release levels were an unprecedented 160,000 CFS for most of the month of August. During 2011 water levels remained at approximately 2 feet below our levee top. We are hopeful this will be a short duration event and that river levels will remain a minimum of 4 feet below our levee top. We are on watch and have requested sand to be brought to the lake in the event we need to sandbag any land boils that may show up.
We are not calling for an evacuation at this time, but want each homeowner (whether you live at the lake or not) to be vigilant and informed. Watch the news and websites. We will update this website as changes in the situation warrant.
